Rozalio is a parents’ association striving to change the current vaccination system into a voluntary system that provides adequate information.
We require vaccinations to be always done with the child’s health condition taken into account and with any possible risks minimised. Therefore, we have been increasing the public’s awareness of the possibilities of safe vaccination.
We also participate in the process of changing the Czech legislation that relates to vaccination so that the Czech Republic would align with the Western European progressive health system.
Our activities and achievements
- We frequently talk to specialists, deputies, and the media.
- We deliver about sixty lectures per year all over the Czech Republic.
- We are in direct contact with parents and provide them with information and support, responding to approx. 500 hundred inquiries a year by e-mail, Facebook or telephone.
- We organise an annual Vaccination Forum at which various experts give lectures to scores of interested parents.
- We sit on the “Working Committee for Vaccination Issues” established by the Ministry of Health.
- We prepare and distribute the brochure “How vaccinations affects families”.
- We provide organisational as well as financial help to the organisers of the “Light a candle for the shot” event.
- We proposed some amendments regarding vaccination which, although not ultimately accepted, raised the deputies’ awareness of issues surrounding vaccination, and resulting in an increased number of those who consider forced vaccination to be inappropriate.
- Thanks to our legal and financial support of some parents in lawsuits, there are now certain exceptions to the obligatory vaccination pronounced by the Constitutional Court.
- We organised the Petition against the Repressive Approach of Authorities to Vaccination Issues and presented it to the Czech Parliament in 2015 with over twenty thousand signatures.

Current vaccination system in the Czech Republic
Currently in the Czech Republic, there are obligatory vaccinations for the following nine diseases – pertussis, polio, tetanus, diphtheria, hepatitis B, haemophilus influenzae type b (Hib), measles, rubella and mumps.
Obligatory vaccination is laid down in Act no. 258/2000 Coll., on Public Health Protection. The vaccination schedule, relating rules as well as sanctions for breaching the obligation are laid down by subordinate legislation. Those who do not follow the obligatory vaccination schedule (either partly or completely), commit an offence and may be fined up to CZK 10,000. However, there has been no single fine relating to vaccination imposed since 2011. Vaccination is not enforceable in the Czech Republic, i.e. no person may be forcibly vaccinated without their approval (or of their legal representative).
However, there are indirect sanctions: incompletely vaccinated or unvaccinated children under five years of age may not attend public preschool facilities. Any facility which admits a child not vaccinated in compliance with the valid legislation may be fined up to CZK 500,000. Thus, young children are excluded from the educational system despite the fact that such an approach contravenes the law.
Despite this, five-year-old children are now obliged to attend a preschool facility, even if completely or partly unvaccinated, as the preschool year has become part of compulsory education in 2017.
The Czech Republic has nine years of compulsory education and children are admitted to primary schools regardless of their vaccination. However, only completely vaccinated children may take part, together with their classmates, in school trips, camps and similar events. Any organiser who admits a child not vaccinated in compliance with the valid legislation may be fined up to CZK 30,000.
Although vaccination is obligatory in the Czech Republic, parents – as the legal representatives of their children – may decide on the vaccination at their discretion, taking into account the possible fine or exclusion of their child from public kindergartens. However, these are not insurmountable obstacles and many parents decide to have their children vaccinated either partly, or not at all. Further, exceptions from obligatory vaccination may be granted on the grounds of religious beliefs or conscientious objections.
